Ok....so...the rules really are focused on weapons and item capacity.
1) The weapon inventory for someone that just has a shirt and pants with pockets is:
1 small firearm(pistol or revolver) 1 small melee weapon(knife, hammer, etc.) 1 large weapon(shotgun, machine gun, sword)
The ammo restrictions for them is:
2 extra magazines for pistols(3 total, one in the gun, 2 in the pockets), 24 revolver bullets(1 revolver can hold 8 bullets at once), 14 shotgun shells(a shotgun can take 7 bullets at once), and one clip for a machine gun.
2) Weapons for more pockets:
2 small firearms 2 small melee weapon 1 large weapon
Ammo:
5 magazines, 40 revolver bullets, 35 shotgun shells, 3 machine gun clips, or as many weapons/ammo it takes to fill up your pockets.
3) Tactical vests/army vests can hold as many as they can fit.
However, I wouldn't fully fill your pockets with ammo and weapons, as you need to carry items as well....

What about things like a backpack. My guy has one on him when he runs.

What about things like a backpack. My guy has one on him when he runs. A backpack would count as extra pockets, so just put in a logical amount of ammo, weapons, and items(meaning, logically, a backpack can't carry a large weapon, but can carry a few small weapons).
